Okay, then we need to make a change to the PR managers roles.

If they tell you that you need to review something, you actually have to 
review it and not just comment "I don't know".

They are your backup plan. They determine if you need to be involved. 
They have already determined that the information is there to require 
you to put in the effort.

This alone should prevent a repeat.
