No, by "until the whole milter is stopped" I mean until you kill or ^C out
of the milter.  Once the milter has spawned a thread, that thread will exist
until relaydelay.pl (as a whole) is stopped.

But even so, there should be no need to periodically restart relaydelay.pl,
as long as you have limited the sendmail children.

I will probably be changing the milter at some point in the future so you
can limit the number of milter children even without limiting sendmail.
