It’s a start, though I personally will have to see how it’s 
enforced in practice; and I still feel that the conclusion is 
based on a too US-centric view. Given how templates work in D, 
libphobos isn’t exactly isolated from the output product; which 
in some jurisdictions could make the end user liable instead of 
upstream.
