My personal opinion:

The DLF is subject to the jurisdiction of the United States so it 
is natural that it would be focused on US law.

But setting aside DLF specific issues, everybody should be 
seeking legal counsel on LLM usage for their own jurisdictions. 
It would be impossible for the DLF, or any other organization for 
that matter, to obtain counsel and opinions for all 195 
jurisdictions in the world. And I haven't seen any other 
organization make such an attempt.

It is not the DLF's responsibility to provide such opinions, and 
any attempt to do so would almost certainly expose the DLF to 
additional legal risk if you were to rely on said opinion. You 
are responsible for seeking appropriate counsel in your local 
jurisdiction, and this would be true regardless of the underlying 
technology or legal matter being discussed, DLF or otherwise.
