In general, the contributor is, and always has been, responsible for the 
copyright status of their contribution.

There is no practical way for the DLF to verify the copyright status of any pull 
request.

I have been accused of stealing code in the past. Fortunately, I was always able 
to prove otherwise (such as producing a registered copyright for the code that 
predated the other party's claims!). But that problem came to a full stop with 
the advent of git. Git provides an audit trail of exactly who contributed what, 
and so if a contribution is stolen code, we can excise every line of it.
