Using DMD 2.037, trying to compile the code:

////////////////////////////////
struct Foo
{
    ~this()
    {

    }
}

void Bar()
{
    const Foo f;
}
//////////////////////////////// 

Fails with the error:

Error: destructor Foo.~this () is not callable using argument types () 

Which seems a bit strange.
