Indeed. Nowadays you can even pay for stars on GH. There is even 
several plans. You  have the basic plan and you'll get stars by 
fake account with no activity. You also have the premium plan but 
this time stars will come from, still fake accounts, but linked 
to an activity that could eventually looks like real (bug 
reports, pull requests, etc.).

These technics were well known for wide audience sites like YT. 
People have to understand that this is also used for GH 
"stargazing". 5 or 10 bucks and you can get your darn stars. 
Insane.
