Is that something a lot of people are likely to want to do, or is it a
niche application?

I think I was thinking more of a sensible default for people wanting
to do an automated install of a binary package, e.g.

  apt-get install bagley
  
People might be surprised if this made all their outgoing e-mail be
delayed by default.
